Meet Our Attorneys
Martin Liu
Mr. Liu founded the firm in 1987 and has practiced immigration law ever since.
Mr. Liu graduated Cornell University in 1981 and Rutgers University Law School in 1984. Mr. Liu participated in a summer law exchange program at Ji Lin University in Chang Chun, China in 1982. Prior to forming the law firm, Mr. Liu was an associate at Fragomen, Del Rey, Bernsen and Loewy in New York, from 1983-1985.
The Liu firm's practice is solely focused on immigration law and consular practice. Mr. Liu has personally represented clients at US Consulates in Brazil, Ecuador, Costa Rica, Mexico, Portugal, France, Greece, China, and India.
Mr. Liu is an attorney in good standing. He was suspended from his practice by the DOJ for 30 days in 2018 due to a clerical error. The DOJ's response reinstating him can be seen here.

Steven Lyons
Mr. Lyons leads the firm's litigation department.
Mr. Lyons has been a partner of the firm since 2000. He graduated from Duke University and Lewis & Clark Law School. Mr. Lyons has practiced solely in the immigration field since 1982.

Martin Chow
Mr. Chow has been a practicing immigration lawyer for 20 years.
Mr. Chow graduated from Rutgers University School of Law, Newark, New Jersey and obtained his Juris Doctor (J.D.), in 1983. Mr. Chow is admitted to practice law in the state and federal courts of New York, including the Southern and Eastern Districts of New York, and in the state and federal courts of New Jersey.

The law firm of Martin C. Liu & Associates, PLLC concentrates in areas of Immigration and Nationality Law, Consular Affairs and related international matters. Founded in April of 1987 by Martin C. Liu and his law professor at Rutgers Law School, Edward J. O’Hara, the firm was initially known as O’Hara & Associates. Prior to forming the law firm, Mr. Liu was an associate at the immigration law firm of Fragomen, Del Rey & Bernsen in New York from 1983-1985. In 1991, Mr. O’Hara retired from practice. Mr. Liu remained, and the firm became known as Martin C. Liu & Associates.
Headquartered in New York City, the firm opened its first satellite office in May of 1988 in Newark, NJ, to better serve a growing Portuguese and Brazilian clientele in the “Ironbound” section of Newark. In January of 1990, the firm opened another satellite office in Boston, MA to serve the largely Portuguese and Brazilian clientele.
Our clients range in size from multi-national and major public corporations to local businesses and foreign individuals. Also among the firm's clients are internationally acclaimed musicians, one of the largest international soccer teams, renowned and emerging artists, art galleries, as well as local businesses and foreign individuals.
